if one tries to leave a new post for a new topic after responding
to a earlier posting, the machine blocks with a message that says "can't make a posting so soon" ... this seems illogical

there is a way around this .. just ignore the msg and proceed to the help page via clk

Thanks for reporting the problem. I recently upgraded phpBB and apparently missed some settings. Multiple postings should be OK now.
