I am inquiring as to whether changing size of staff requires "Consort Edition"

Yes. You can try Consort Edition options with menu option "Setup/Demo". Then set staff properties by right-clicking on a staff and selecting "Setup Draw"

I've tried increasing the line height as you suggest, changing the value in the box under the the double ended vertical arrow, but it just makes the line shorter. What am I doing wrong? I've also tried adjusting the printer setup, , but I can't even get a preview.

You probably did it right. It should print as you intended. Try printing to a pdf file as a test. Musette keeps the screen staff height the same for ease of editing, but the staff length changes proportionally. As you make the notes bigger, fewer notes fit on a line, making the line appear shorter on the screen.
